Concrete buildings are generally constructed of either pre-cast or poured-in-place concrete. Concrete is a porous substance, quite like a sponge. When the surface of the building is not waterproof, the concrete absorbs moisture and salt from the air. This causes the internal steel reinforcing bars to rust. When steel rusts, it expands, causing the concrete to break away from the building. Concrete breaking away from buildings is called spalling. These spalls become hazards when they fall from height to the ground below.
